General Construction “Storm Water Pollution Plan Permit” Services

It is our intention to provide each client with an itemized custom price list specific to individual construction sites. Construction site managers and superintendents function at all different levels so all construction service prices are negotiable with exception to the consultation rate of 100.00 per hour.

The Regional Water Quality Control Board (RWQCB), recommended the following for efficiently establishing and maintaining SWPPP compliance:

  1. SWPPP materials must be onsite at all times and available during working hours.
  2. Documentation of rain (amount in inches) and wind (mph) events.
  3. Best Management Practices analysis and maintenance with documentation.
  4. Documentation of any corrective measures taken.
  5. Site map with monthly BMP updates.
  6. Two trainings a year per site, or two large corporate trainings to train labor and management.
  7. Site inspections from 12 to 48 per year (2 and more per month conditions dependent).
  8. All documentation must be kept available for three years.
  9. Emergency action documentation to appropriate permitting agencies.

Storm Water Pollution Prevention Plan Preparation Cost per WDID#:

$3000.00 US Prepare a site specific (SWPPP), in accordance with the NPDES General construction Permit.


The SWPPP includes:

Best Management Practices (BMP) recommendations based on current Best Available Technology (BAT) for all phases of construction Sampling schedule and site map designating approximate sample locations Inspection and evaluation of site conditions Meetings to review plans and activities with project manager

Notice of Intent (Included in price of SWPPP) The first step in developing a SWPPP is submitting a NOI to the SWRCB for each Construction site. Owners of new sites shall file an NOI prior the commencement of operations. Owners of on going sites that is covered under the previous General Industrial permit shall

(1) continue to implement their existing BMP’s and

(2) shall implement any necessary revisions to their SWPPP in a timely manner but no case later than 90 days from adoption of this General Permit.


Construction Site Inspections & Monitoring:

$350.00 US per inspection (considerable discount for annual contracts) The NPDES General Permit Order States, “Qualified personnel shall conduct inspections of sites prior to anticipated storm events, during extended storm events, and after actual storm events to identify areas contributing to a discharge of storm water associated with construction activity.”

Providing monitoring and construction site inspections include:

  • Documentation of all BMP’s implemented and effectiveness
  • Site performance evaluation
  • Identification of potential violations of the permit
  • Recommend actions for risk or damage mitigation
  • Inspection reviews with superintendents identify potential risks and corrective actions

Training :

$550.00 for one $800.00 for two or more Two yearly training programs focus on the company’s responsibility under the NPDES General Construction Permit 99-08. The onsite trainings educate your employees on how to inspect and document site conditions. Proper Best Management Practices, (BMP) installation, maintenance, and replacement. These trainings will assist your company in maintaining compliance on a daily basis with the NPDES General Construction Permit.


Annual Compliance Certification: $550.00

Report: $900.00

Reports must be submitted to the local Regional Water Quality Control Board by July 1st of each year and each quarter. The preparation of Annual Compliance Certification Reports as required per State General Construction Permit includes control measures, site inspections, accidental spill and cleanup documentation, present site conditions, Water Sampling results, and proposed activities with BMP’s for the upcoming year.


Changes of Information (COI): $225.00 Preparation and submission of a Change of Information (COI) form to the local Regional Water Quality Control Board. Each COI includes an updated site map including completed and occupied buildings.


Sampling Services Handling Charges: $65.00 per hour for scientific labor not included is the site specific sampling up to $225.00 per kit Water sampling is no longer a requirement of the NPDES unless stated other wise or an accidental discharge occurs. Services requiring a specimen of water run-off are implemented at designated sampling locations as required by the NPDES Permit. A background sample and or run-on/off data is collected where storm water is not in contact with any construction materials for comparison with potential pollutant runoff samples.

Lab Costs: Offsite lab fees plus 25% of total. Companies that pay directly to the lab can save by not paying our service charge of 25% of lab fees In many cases NPDES Permits require water samples to be tested for compounds specific to a site including the following standard parameters:

  • Total Suspended Solids (TSS)
  • Total Inorganic Nitrogen (N)
  • Total Phosphorus (P)
  • Soluble Reactive Phosphorus
  • Acute Toxicity
  • Fecal Coliform
  • Total Coliform
  • Ph

Consultation Fees:

$100.00 per hour Consultation Services are for work done that falls outside the scope of the contract. Examples of consultations include the additional field inspections, meeting with state and local agencies, etc. $100.00 per hour Sites requiring over 100 miles roundtrip include 45 cents per mile for technical support.


Notice of Termination:

$200.00 per WDID # Preparation and submission of a Notice of Termination is required once all industrial activities are terminated. The Notice of Termination is submitted to the Regional Water Quality control Board for termination of coverage under the NPDES permit. The Notice of Termination includes owner’s names or the corporation, and an updated site map.
